First question, you say you downloaded the game where did you download it from? Secondly, can you post your logfile please, as this might show up whatever is causing the problem. This will mean that when you download it, you install with the mod installer and it is ready to go, without having to play around with files. If you have police vehicles stationed where the civ vehicles spawn, how is it still causing a problem? Cars don't just spawn at an intersection. I have the exact same issue.
